Spectrum Lighting takes immense pride in producing the majority of our products here in the United States of America, specifically at our factory in Fall River, Massachusetts. Recent legislative changes, including the Infrastructure Investment and Jobs Act (IIJA) and the Build America, Buy America (BABA) Act, have introduced more rigorous guidelines for determining what qualifies as “Produced in the United States.” These regulations aim to promote domestic manufacturing and ensure that federally funded infrastructure projects prioritize American-made products.

We have implemented an internal process to supply you with a Letter of Compliance for your next project that requires it.

We are confident that with a few exceptions, we can become your preferred lighting manufacturer that meets these requirements.

Legislative Updates Breakdown:

Infrastructure Investment and Jobs Act (IIJA):

  • The IIJA, signed into law in November 2021, is the largest investment in U.S. infrastructure since the Eisenhower Administration.
  • Key goals of the IIJA include rebuilding roads, bridges, and rails, expanding access to clean drinking water, addressing the climate crisis, advancing environmental justice, and investing in underserved communities.
  • This substantial investment will create jobs and boost domestic manufacturing.
  • IIJA projects and related products will be closely monitored and subject to compliance regulations.

Build America, Buy America (BABA) Act:

  • Enacted as part of the IIJA, the BABA Act establishes a preference for domestic content procurement in federally funded infrastructure projects.
  • Starting from May 14, 2022, projects funded by federal financial assistance must prioritize iron, steel, manufactured products, and construction materials produced in the United States.
  • Most Spectrum Lighting products are manufactured in the U.S., aligning with the intent of the BABA Act. Whereas the cost of components of the manufactured product that are mined, produced or manufactured in the United States must be greater than 55% of the total cost of all components.

  • Spectrum Lighting has implemented an internal process to provide you with a Letter of Compliance for your upcoming projects. Please contact your sales rep or quotations person for assistance.
